Title VI: Discrimination, Harassment & Civil Rights
Ðǿմ«Ã½ New York is committed to providing an academic and work environment free from unlawful discrimination and harassment. The University complies with Title VI of the Civil Rights Act of 1964, its implementing regulations, and applicable New York State law.
Title VI prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. Ðǿմ«Ã½ New York’s policy also addresses discrimination and harassment involving actual or perceived ancestry, ethnicity, and shared ancestry or ethnic characteristics when protected under federal law.
Ðǿմ«Ã½ New York encourages members of our community to report discrimination, harassment, retaliation, or other conduct that may violate the University’s Title VI Policy. You do not need to determine whether conduct constitutes a policy violation before making a report. The Title VI Coordinator will review the information provided and determine the appropriate next steps.
Scope
Ðǿմ«Ã½ New York’s Title VI Policy applies to all members of the University community, including:
- Students and applicants for admission
- Faculty, administrators, and staff
- Volunteers
- Vendors
- Student organizations
- Third parties participating in University-sponsored programs or activities
The policy applies to conduct occurring on University property, during University-sponsored activities, through electronic or online communications affecting University programs or activities, and, in certain circumstances, conduct occurring off campus that creates or contributes to a hostile educational environment.
What Does Title VI Prohibit?
The University prohibits discrimination and harassment based on race, color, or national origin, including certain forms of discrimination based on actual or perceived ancestry, ethnicity, or shared ancestry or ethnic characteristics.
Discrimination
Discrimination may include treating an individual or group differently, denying benefits, excluding someone from participation, limiting opportunities, or otherwise subjecting a person to adverse treatment because of a characteristic protected under the University’s Title VI Policy.
Harassment and Hostile Environment
Harassment may include unwelcome verbal, written, visual, electronic, or physical conduct based on a protected characteristic that is sufficiently severe or pervasive to create a hostile environment by limiting or denying a person’s or group’s ability to participate in or benefit from the University’s educational programs or activities.
A hostile environment can result from conduct directed toward one individual, a group of students, or conduct generally occurring within the educational environment. When evaluating whether a hostile environment exists, the University considers the totality of the circumstances, including the nature, context, frequency, duration, scope, and location of the conduct and the individuals involved.

Title VI Training
Ðǿմ«Ã½ New York provides annual Title VI training to all students and employees through Vector Solutions. The University also maintains records of reports, investigations, determinations, remedies, appeals, and training in accordance with applicable law and record-retention requirements.
